How Tree Removal Permits Work in Vaughan

Vaughan's Tree Protection By-law 177-2025 applies to trees on both public and private property. Any tree 20 cm or larger in diameter needs a permit before removal. Properties near woodlots and ravine edges face additional regulations.

Check if your tree is protected

Any tree with a trunk diameter of 20 cm or more at breast height (1.4 m above ground) is protected under By-law 177-2025. This applies to residential, commercial, and industrial properties across Vaughan. Trees in or adjacent to woodlots and ravines have extra protections.

Get an arborist report

Vaughan requires an arborist report from a certified professional. The application also needs colour photographs (close-up and full view of each tree) and a property plan showing all trees on site. We prepare the complete package so nothing is missing from your submission.

Submit the application

Applications go to Vaughan's Development Engineering and Infrastructure department. Include the arborist report, photos, property plan, and the application fee. We can help you with the submission process.

City review and site visit

Vaughan's forestry staff review the application and may conduct a site visit to verify the information in your report. Processing takes 2 to 4 weeks for standard applications. Properties near woodlots or with multiple trees may take longer.

Permit conditions

Approved permits include replanting conditions. Vaughan is focused on growing its urban canopy through the Greening Vaughan program. Replacement tree species, sizes, and locations must be specified in the permit conditions.

Tree Removal Permit FAQ: Vaughan

Common questions about tree removal permits in Vaughan

What does Vaughan's By-law 177-2025 actually protect?

The bylaw protects any tree with a diameter of 20 cm or more at 1.4 m above ground, on both public and private property. It covers removal, injury, and certain types of maintenance. Properties adjacent to woodlots and ravines have additional restrictions beyond the standard bylaw.

Are there special rules for trees near woodlots in Vaughan?

Yes. Vaughan has separate protections for woodlot areas and properties bordering them. Trees within woodlots may be subject to stricter review, and the city may require a broader ecological assessment rather than just an individual tree report. If your property borders a woodlot, let us know when you call so we can scope the report correctly.

What photos does Vaughan require with a tree removal application?

Vaughan specifically requires colour photographs showing both a close-up of the trunk and a full view of the entire tree. They also want a property plan showing the location of all trees on your lot, not just the one you want to remove. We handle all of this during our site visit.

How does Vaughan's Greening Vaughan program affect my permit?

Greening Vaughan is the city's urban canopy strategy. It sets targets for tree coverage across the municipality. In practice, this means the city takes replanting conditions seriously and may require more replacement trees than you'd expect. Our report includes a replanting plan that satisfies these requirements.

I'm building a new home in Vaughan. Do I need a tree permit separately from my building permit?

Yes. Tree removal permits are separate from building permits in Vaughan. For new construction, tree removal and preservation are typically handled through the site plan approval process. You'll need a Tree Preservation Plan in addition to individual removal permits. We prepare both documents.

What if a tree is damaging my property in Vaughan? Can I just remove it?

No. Even if a tree is causing damage to your foundation, driveway, or sewer line, you still need a permit before removing it. The good news is that documented property damage strengthens your removal justification. Our report clearly presents the damage evidence, which helps the application get approved.
