Independent Arborist vs Tree Removal Company

The firm writing your arborist report should not be the firm that profits from removing the tree. Here is why that distinction matters to municipalities, and how to tell the difference.

The Core Difference

A tree removal company's business depends on removing trees. An independent arborist's business depends on writing accurate reports. Those two incentive structures produce different assessments.

When a removal company writes the arborist report, the person signing it works for a firm that will earn money if removal is recommended. That does not make the report wrong, but it introduces a question the city reviewer will ask: would this arborist reach the same conclusion if there were no removal contract to follow?

An independent arborist has no removal contract to follow. Their income comes from the report itself. If a tree can be retained, they will say so. If removal is genuinely warranted, they will document why. The assessment reflects what is actually there.

What City Reviewers Notice

Municipal urban forestry reviewers process hundreds of permit applications each year. They recognize firm names. They know which companies also do removals and which ones do not.

Report from a removal company

The reviewer knows the firm profits from the outcome. That does not automatically disqualify the report, but it prompts closer scrutiny. Requests for additional documentation are more common.

Report from a consulting-only firm

No conflict of interest. The arborist assessed the tree and reached a conclusion with nothing to gain either way. That context gives the report more credibility at the counter.

This matters most in municipalities with active urban forestry programs: Toronto, Mississauga, Oakville, Markham. Cities that take their tree canopy seriously also take the integrity of the reports seriously.

ISA certification is not the same as independence

ISA (International Society of Arboriculture) certification is a baseline credential for anyone writing arborist reports. It tests knowledge of tree biology, risk assessment, and professional practice. Most arborists working on permit reports, whether at removal companies or consulting firms, will be ISA certified.

Certification alone does not tell you whether the firm is independent. An ISA Certified Arborist at a removal company is still employed by a business that profits from tree work. The certification verifies technical competence, not the absence of a conflict of interest.

When you are assessing independence, the better question is: does this firm perform tree removals, pruning, or any other hands-on tree work? If yes, they have a financial tie to tree work outcomes. If no, they are a consulting firm.

ASCA membership (American Society of Consulting Arborists) signals a focus on consulting specifically. ASCA members commit to a consulting-only practice model and a code of ethics oriented around objective reporting. It is a meaningful distinction to look for when you are choosing an arborist for a report.

At The Arborist Group, Sergiy Litvinov holds both ISA certification (#ON-2281A) and ASCA membership. The firm does no tree removal or hands-on work. See our credentials page for full details.

When it matters most

For a straightforward residential tree removal on a property with a clear permit path, the difference between a removal company's report and an independent report may not change the outcome. The city will review either one and approve or deny based on the documentation.

Where independence matters more:

  • Contested permits

When a neighbor objects, the city looks more carefully at the report. An independent assessment holds up better under that scrutiny.

  • Trees with heritage or special designation

Cities apply more scrutiny to protected or significant trees. A conflict-free report is a stronger foundation for the application.

  • Situations where the tree could reasonably be retained

If there is a genuine question about whether removal is needed, you want an arborist who will give you an honest answer rather than one with a reason to lean toward removal.

Frequently Asked Questions

What is an independent arborist?
An independent arborist provides consulting services only. They write reports, assess trees, and give objective opinions. They do not remove trees, sell pruning contracts, or perform any hands-on tree work. Because their income comes from the report rather than the outcome, their assessment has no financial bias.
Why do municipalities prefer independent arborist reports?
City forestry reviewers trust reports more when the arborist has no stake in the outcome. If a report comes from a company that also quoted the removal, the reviewer knows the assessor had a reason to recommend removal. An independent consulting arborist has no such incentive, which is why their reports tend to move through the permit process with fewer questions.
What should I look for when hiring an arborist?
Look for ISA certification, a consulting-only practice, and no financial ties to tree removal or ongoing tree care services. Ask directly: does the firm do hands-on tree work? ISA certification alone does not guarantee independence. ASCA membership (American Society of Consulting Arborists) is a stronger signal that the firm focuses on consulting.
Can a tree removal company write my arborist report?
Technically yes, if the arborist on staff holds ISA certification. But a conflict of interest exists. A company that profits from tree removal has a business reason to recommend removal even when preservation is possible. Some municipalities have started scrutinizing reports from firms that also perform removal work.
How much does an independent arborist report cost?
Costs vary by report type and property complexity. Tree removal arborist reports start at $250 for up to three trees. Construction reports start at $550. See our pricing guide for a full breakdown.
