Tree Bylaws in Toronto
Under Chapter 813 of the Municipal Code, any private tree with a diameter of 30 cm or more at breast height requires a permit before it can be removed or injured. The city also enforces the Ravine and Natural Feature Protection (RNFP) bylaw under Chapter 658, which covers every tree inside the mapped RNFP limit along ravines, valleys and other natural features. These bylaws cover the whole city, including Etobicoke, North York, and Scarborough.
Urban Forestry reviews every application, and every application needs an arborist report. A tree outside the RNFP limit goes to the district Tree Protection and Plan Review office, and a tree inside it goes to the citywide RNFP team. Urban Forestry first confirms in writing that it supports an application and lists the conditions. The permit issues only once those conditions are met. Urban Forestry sets replanting conditions for each permit, and cash-in-lieu runs $583 per required tree. The City accepts cash in lieu only where the lot has no space to plant. RNFP applications also need a plan of survey, a site plan, a geotechnical report and landscape and forest restoration plans.
