Tree Bylaws in Oshawa
Oshawa's By-law 78-2008 protects City Trees only, defined as trees with 50 percent or more of their trunk on municipal property. If you're removing a tree that sits entirely on your own residential or commercial lot, no municipal permit is required, regardless of species or size.
Durham Region's Woodland By-law 30-2020 still applies on top of Oshawa's own rules. It regulates woodlands of 1 hectare or more anywhere in the Region, including Oshawa, and requires a permit before trees in a qualifying woodland can be removed or injured.
The City's Trees page tells residents with concerns about private trees to contact a tree service company. For a development application, the City's site plan checklist requires a Landscape Plan and Details and/or Tree Preservation Plan, and the site plan must show existing trees.

Processing Time
No municipal permit for a private tree. Durham Region's woodland by-law sets no standard review time.
Penalty
None for a private tree outside a qualifying woodland. In a woodland, By-law 30-2020 fines reach $10,000 or $1,000 per tree (first conviction) and $25,000 or $2,500 per tree after that, whichever is greater. Corporations: $50,000 or $5,000 per tree, then $100,000 or $10,000 per tree
