Tree bylaws in District of North Vancouver
The District of North Vancouver asks for replacement trees only when a lot's canopy would fall below 20% after the removal. Tree Protection Bylaw 7671 then sets the count by lot size: 1 tree for each large-diameter tree removed on a lot under 420 m², or 3 trees on a lot of 420 m² or more.
The bylaw sorts trees into two classes. A large-diameter tree is 75 cm DBH or more, measured at 1.3 m on the uphill side. A protected tree has no size floor at all. Its location or species decides it: District land, a streamside area, a steep slope, wetland, or one of six named species.
Applications go in on a paper form. The fee is $116 for up to 4 protected trees and $581 for five or more.

Minimum Diameter
Depends on the site and species. A large-diameter tree is 75 cm DBH or more. A protected tree has no diameter floor: it is defined by where it grows or by its species. DBH is measured at 1.3 m on the uphill side. A multi-stem tree counts 100% of the largest stem plus 60% of each additional stem, up to 6 stems, each rounded up to the nearest cm.

$116 to cut or remove up to 4 protected trees. $581 for five or more protected trees. $2,908 for a development that removes 10 or more protected trees on a parcel over 1 ha. Large-diameter trees cost $116 per tree to cut and $581 per tree to remove. Every fee doubles for a retroactive permit.

Penalty
Unlawful removal: the replacement trees the bylaw requires plus at least 2 more, plus 250% of the compensation fee. A failed tree protection barrier is ticketable at $300.
Special Zones
Protected at any diameter: trees on District land, in a protected streamside area, on a steep slope (over 20° or 36%), on wetland or within the 30 m waterfront zone, and in the Natural Environment, Streamside Protection and Slope Hazard development permit areas. Replacement, covenant, heritage, wildlife and old-growth trees are protected at any diameter too, and so are six species: Arbutus, Garry Oak, Oregon Ash, Pacific Yew, Western White Pine and Yellow-cedar.
